Kıbrıs sorunu sadece üzerinde yaşamakta olan iki devleti değil, tüm Doğu Akdeniz havzasını ilgilendiren bir sorundur. 1960’lardan günümüze çeşitli süreçlerden geçip günümüze kadar gelen, çözülmesi için Birleşmiş Milletler Genel Sekreterlerinin fazlaca mesai harcadığı, Güney Kıbrıs Rum Kesiminin Avrupa Birliğine katılarak, Avrupa Birliğini de bu metaforun içine çeken bir sorundur. Güney Kıbrıs Rum Kesimi ile Kuzey Kıbrıs Türk Cumhuriyetini 1974 Barış Harekâtı ile ayrı devletlere bölündüğü adada, Türkiye’nin Avrupa Birliği ile Gümrük Birliği anlaşması imzalarken Rum Kesimi Avrupa Birliğine üyelik başvurusunda bulunmuştur. 10+2 genişlemesinde Yunanistan’ın Rum Kesimine olan tam desteği sonucu Avrupa Birliği ile Güney Kıbrıs Rum Kesiminin müzakerelere başlaması neticesinde 2004 yılında Avrupa Birliği üyeliği ile sonuçlanmıştır. Kamuoyunca Annan planı olarak bilinen adadaki devletin birleşmesini öngören plan Türk tarafınca kabul edilse de Rum tarafında ret edilmiştir. Güney Kıbrıs’ın Avrupa Birliği üyeliği Türkiye açısından zor sonuçlar getireceği açıktır. Türkiye’nin karşısında artık Birliğe katılımını istemeyen iki devlet vardır. Türkiye Birliğe katılmak için iki ülkeyi de ikna etmek zorunda kalacaktır. Avrupa Birliği de Türkiye’yi adadaki sorunu Birleşmiş Milletlerin öngördüğü çerçevede çözümü için sıkıştırmaktadır. Türkiye Avrupa Birliğine katılmak istiyorsa kendisine dayatılan soruna, Birliğin kendisinden istemiş olduğu yapısal değişiklikler kadar öncelik vermek zorundadır. Kuzey Kıbrıs Türk Cumhuriyeti ile daha fazla entegrasyona gittiği ölçüde Avrupa Birliğinden uzaklaşacaktır.
The issue of Cyprus is a problem that concerns not only the two states that are living on it, but the entire Eastern Mediterranean basin. From the 1960s to the present day, through various processes and to the present day, the United Nations Secretaries have spent too much work to solve it, joining the European Union of the Southern Cyprus Rum Section is a problem that attracts the European Union into this metafor. In the island where the Southern Cyprus Rum Cutting and the Northern Cyprus Turkish Republic were divided into separate states by the 1974 Peace Movement, the Turkish Republic signed an agreement with the European Union and the Customs Union, the Rum Cutting has made an application for membership in the European Union. In the 10+2 expansion, Greece’s full support for the Rom Cut resulted in the beginning of negotiations between the European Union and the Southern Cyprus Rom Cut in 2004 ended with the European Union membership. The plan for the unification of the state on the island known as the public Annan plan was accepted by the Turkish side but was rejected by the Rum side. It is clear that Southern Cyprus’ membership in the European Union will bring difficult results for Turkey. There are two countries that no longer want to join the EU. Turkey will have to convince both countries to join the Union. The European Union also presses Turkey to solve the problem on the island in the framework the United Nations forecasts. If Turkey wants to join the European Union, it must give priority to the problem imposed on it as much as the structural changes the Union has requested from it. Northern Cyprus will be further integrated with the Republic of Turkey to the extent it will disappear from the European Union.
The Cyprus problem is a problem that concerns not only the two states that live on it, but also the entire eastern Mediterranean basin. Although the plan for the unification of the state on the island, known as the Annan Plan by the public, was accepted by the Turkish side, it was rejected by the Greek side. It is clear that the accession of Southern Cyprus to the European Union will have difficult consequences for Turkey. There are two states against Turkey that no longer want to join the Union. Turkey will have to convince both countries to join the Union. The European Union is also pushing Turkey to solve the problem on the island within the framework envisaged by the United Nations. If Turkey wants to join the European Union, it has to give priority to the problem imposed on it as much as to the structural changes that the Union has asked for. To the extent that the North goes to further integration with the Turkish Republic of Cyprus, it will move away from the European Union.
