Devlet ve toplum düzeninin kesintisiz olarak işlemesi ve kamunun ortak ihtiyaçlarını karşılamaya yönelik mal ve hizmetlerin üretilip halka sunulmasını içeren sistem olarak kamu yönetimi, hizmetlerin ülke düzeyinde daha etkili ve daha verimli sağlanabilmesi amacıyla merkezi yönetim ve yerel yönetim olmak üzere ikiye ayrılmıştır. Merkezi yönetim, esas itibariyle bakanlıklar ve bağlı kuruluşlardan; yerel yönetimler ise il özel idareleri, belediyeler ve köylerden meydana gelmektedir. Merkezi yönetim ve yerel yönetimler, idarenin birbirini tamamlayan iki unsuru olup, kuruluş ve görevleriyle bir bütün teşkil etmektedir.
