Modern dönem Osmanlı tarihçiliği hızla gelişmekte olup, bazı hususlarda henüz bu ivmenin kazanılmadığı görülmektedir. Bu hususlar arasında Osmanlı tımar sistemi de sayılabilir. Bu kapsamda Osmanlı “orta sınıfının” temsilcileri olduğuna dair izler görünen zeâmet sahibi kişilerin (zâimlerin) kimliği pek ilgi çekmemiştir. Oysa Osmanlı ekonomisinin ve askeri yapısının temellerinden olan tımar sisteminin taşradaki en etkin aktörlerinden olup, vezirlerce ayakta karşılandıkları belirtilen zâimlerin kimlikleri; toprak varlıklarını artırarak mali ve siyasi nüfuz elde etme çabasına girişip girişmedikleri; zeâmet hak etme ve kaybetme sebepleri ya da yerel nüfuz kazanma/kazanamama durumları incelenmesi gereken konulardandır. Bu makale zâimlerin Amasya’daki temsilcilerinin bahsedilen niteliklerini araştırmaktadır. Çalışmada 1700-1740 yılları arası baz alınmış olup, bu süreçte Amasya kent ve kırsalında toprak tasarruf eden zâimler incelenmiştir. Çalışma Türkiye Cumhuriyeti Devlet Arşivleri Genel Müdürlüğü’nden elde edilen Tapu Tahrir, Şeriyye ve Mühimme defterleri yanında perakende evraklar ile mevcut literatürün desteğiyle hazırlanmıştır. Buralardan tespit edilen 81 adet zeâmet kaydı Amasya sancağında toprakları bulunan zâimlerin önemli bir kısmının devlet görevlisi olduğunu ortaya koyarken onlar için merkezi hükümetin “kontrollü büyüme” politikası izlediği görülmektedir.
Modern Ottoman history is rapidly evolving, and in some aspects it seems that this momentum has not yet been achieved. Among these factors can also be the Ottoman system. In this context, the identity of those who appear to be representatives of the Ottoman "middle class" has not attracted much interest. However, the foundations of the Ottoman economy and military structure are among the most effective actors in the shadow, and the identities of the stated Zâms that they are welcomed by the prisoners; whether or not they enter into the effort to gain financial and political influence by increasing their land assets; the reasons for winning and losing the Zâms or the local influence gain/unwinning situations are the topics that must be studied. This article examines the qualitatives mentioned by the representatives of the Zâms in Amassia. The study was based between 1700-1740 years, and in this process the land savings in the city and rural Amasya were studied. The work was obtained from the General Directorate of the State Archives of the Republic of Turkey, along with Tapu Tahrir, Sheriye and the Bullet Books, with the support of retail documents and existing literature. 81 Zeamets recorded from here revealed that a significant part of the Zeamets in the Amassia Sanctuary are state officials, while for them the central government has followed the "controled growth" policy.
