Göç hadisesi Osmanlı topraklarında kuruluş devrinden itibaren çeşitli nedenlerle sürekli olarak yaşandıysa da özellikle savaş kaynaklı göçlerin yoğunluğu son dönemlere tesadüf etmektedir. 1774 yılında imza edilen Küçük Kaynarca Anlaşması’ndan itibaren kendini gösteren Çarlık rejiminin yayılmacı politikaları, XIX. yüzyılın ilk yarısına kadar yer yer yoğunlaşan göçlere neden olmakla beraber en yıkıcı dalgalar Kırım Savaşı’ndan sonra başlamış ve Doksanüç Harbi’nin peşi sıra büyük bir insani drama dönüşmüştür. Başka bir ifadeyle Kırım ve Kafkas ahalisinin yerinden edilmesi ve Balkan coğrafyasının Osmanlı elinden çıkmaya başlaması 1910 yılına kadar üç milyonun üzerinde bir nüfusun İstanbul ve Anadolu topraklarına göçünü zorunlu kılmıştır. Bu durum karşısında devlet, bir yandan kurumsal olarak iskânı organize etmeye çalışmış, diğer yandan göçün neden olduğu ekonomik ve sosyal sıkıntıların üstesinden gelmeye gayret sarf etmiştir. Söz konusu sıkıntılardan biri de muhacir evladının geleceği, toplumsal kurallara, vatana ve devlete bağlılığı, talimi ve terbiyesi meselesidir. Osmanlı Devleti, yeni bir yaşam kurmaları için muhacirlere verimli topraklar tahsis ederken kurulan hemen her yeni yerleşim yerinde ilköğretime yönelik mektepler açmayı ihmal etmemiştir. Öte yandan İstanbul ve taşradaki eğitim kurumları muhacir çocukların istifadesine sunulmuştur. Yetim kalmış çocukların barınmaları, giyim kuşamları temin edilmiş, yaşlarına göre yatılı mekteplerde eğitim almalarına imkân sağlanmıştır. Bu bağlamda çalışma ağırlıklı olarak 1860 ile 1900’lü yıllar arasında Osmanlı Devleti’nde muhacir çocuklara sunulan eğitim imkânlarına genel bir bakış üzerine şekillenmiştir.
The event of immigration in the Ottoman territory has been continuously experienced for various reasons since the establishment period, but especially the intensity of war-based immigrations has been coincidental to the last period. The spreading policies of the Tsarist regime, which showed itself since the Little Kaynarca Treaty signed in 1774, XIX. Until the first half of the century, evacuating waves that caused land-focused migrations began after the Crimean War, and after the Doksanüç War, it became a great human drama. In other words, the removal of the Crimea and the Caucasus allies and the beginning of the Balkan geography to get out of the Ottoman hands in 1910 made the immigration of more than three million inhabitants to the territories of Istanbul and Anatolia compulsory. In the face of this situation, the state, on the one hand, has tried to organize the economic and social difficulties caused by migration, and on the other hand, has tried to overcome the economic and social difficulties caused by migration. One of these difficulties is the issue of the future of the child, the social rules, the devotion to the nation and the state, the instruction and the education. The Ottoman State has not forgotten to open letters to primary education in almost every new settlement established while allocating productive land to the expatriates to build a new life. On the other hand, the educational institutions in Istanbul and Taurad are presented to the rescue of the children of Muhacir. The children who are orphaned are provided with clothes and clothes, and they can be educated according to their age. In this context, the study was mainly formed on a general look at the educational possibilities offered to expat children in the Ottoman State between the years 1860 and 1900.
