Tüm dünya ülkelerinde olduğu gibi AB ülkeleri ve Türkiye’de de işsizlik her zaman önemli bir sorun olmuştur. Özellikle dezavantajlı kesimlerden biri olarak değerlendirilen gençler arasındaki işsizliğin artması sorunun boyutunu daha da önemli hale getirmiştir. Nitekim gençler arasında işsizliğin artması beraberinde sosyal ve iktisadi birçok sorunu getirmektedir. 15-24 yaş arasında istihdam halinde olmayan, çalışmaya hazır, aktif olarak iş arayan bireyler genç işsiz olarak değerlendirilmektedir. Toplam talepte gerçekleşen azalışlar, ekonomik krizler, uygulanan işgücü ve eğitim politikaları, gençlerin iş hayatına karşı tutumları, tecrübe eksikliği, teknolojik gelişmeler gibi birçok makro ve mikro nedenden ötürü işgücü piyasasında gençler istihdam edilememektedir. Genç işsizliğin nedenleri ve genç işsizliğine yönelik teorilerin yer aldığı çalışmada, AB ve Türkiye’deki gençler arasındaki işsizliğin boyutları ortaya konulmuş olup tarihsel süreçte uygulanan politikalar hakkında bilgi verilmiştir. Ayrıca genç işsizlerin cinsiyet, yaş, eğitim durumları ayrıntılı olarak incelenerek profilleri çıkarılmaya çalışılmış, bu doğrultuda uygulanacak aktif ve pasif politikalara yön vererek söz konusu soruna isabetli çözüm yolları önermek amaçlanmıştır.
Unemployment has always been a major problem in the EU countries as well as in Turkey. The increase in unemployment among young people, especially among disadvantaged groups, has made the size of the problem even more important. In fact, the increase in unemployment among young people leads to many social and economic problems. People between the ages of 15 and 24 who are unemployed, ready to work and actively seeking work are considered unemployed. Young people are unemployed on the labour market due to many macro and micro reasons, such as total demand decreases, economic crises, the workforce and educational policies implemented, the youth’s attitudes towards the workplace, lack of experience, technological developments. The study, which included the causes of youth unemployment and the theories of youth unemployment, revealed the dimensions of youth unemployment in the EU and Turkey and provided information on the policies implemented in the historic process. In addition, the youth unemployed have been attempted to draw profiles with a detailed study of gender, age, and educational conditions, aimed at proposing appropriate solutions to the issue by directing the active and passive policies to be implemented in this direction.
