Geçmişten günümüze engelli bireyler sosyal, ekonomik, eğitim, aile, rehabilitasyon, fiziksel çevre, ulaşım, istihdam alanlarında çeşitli zorluklarla karşılaşmakta, bu zorluklar toplumsal yaşama katılımlarını olumsuz yönde etkilemektedir. Yerel yönetimler gelişmiş ve gelişmekte olan birçok ülkede sosyal politikaların uygulanmasında yerel yönetimler önemli görev ve sorumluluklar üstlenmekte, gelişen sosyal devlet anlayışı ile birlikte sosyal politikaların halka sunumunda sosyal devletin önemli temsilcilerinden biri olmaktadır. Yetki ve sorumluluk alanları genellikle günlük yaşamın düzenlenmesi ve kolaylaştırılması olan belediyeler ‘herkes için erişilebilir bir kent’ fikrini benimsemektedir. Bu fikirden hareketle; yerel yönetimlerin engellilere sundukları hizmet ve politikalar bireylerin toplumsal yaşama katılımlarını artırmaktadır. Toplumda dezavantajlı olarak kabul gören ve toplumsal yaşama katılımı kısıtlı olan/kısıtlanan engelli bireylere yönelik yerel yönetimler tarafından uygulanacak sosyal politika ve hizmetlerin artırılması daha sağlıklı ve mutlu bir çevrede yaşamayı beraberinde getirecektir. Bu çalışmanın amacı engellilerin temel hakkı olan toplumsal yaşama katılımlarında yerel yönetimlerin işlevlerini Sakarya Büyükşehir Belediyesi örneklemi kapsamında değerlendirmektir. Araştırma teorik verilere dayalı derleme niteliğindedir.
Individuals with disabilities from the past to the present are facing various challenges in the social, economic, educational, family, rehabilitation, physical environment, transportation, employment, these challenges negatively affect their participation in social life. Local governments in the implementation of social policies in many developed and developing countries, local governments take important tasks and responsibilities, with the developing social state understanding being one of the important representatives of social state in the public presentation of social policies. Authorities and responsibilities are often the municipalities, which are organizing and facilitating daily life, adopts the idea of 'a city accessible to everyone'. Through this idea, the services and policies that local governments provide to disabled people increase the participation of individuals in social life. Increased social policies and services to be implemented by local governments to persons with disabilities who are recognized as disadvantaged in society and with limited/restricted participation in social life will bring to a healthier and happier environment. The aim of this study is to evaluate the functions of local governments in the participation in social life, which is the fundamental right of disabled people, within the framework of the sample of the Sakarya Metropolitan Municipality. The research is based on theoretical data.
From past to present, persons with disabilities face difficulties in the area of social, economic, education, family, rehabilitation, physical environment, transportation, employment, and these difficulties negatively affect their participation to social life. Local administrations take on important roles and responsibilities in the implementation of social policies in many developed and developing countries, and with the developing social state approach, they become one of the important representatives of the social state in the public releasing of social policies. Municipalities, whose authority and responsibility are generally regulation and facilitation of daily life, embrace ‘An accessible city for all’ idea. From this idea; the services and policies released by the local administrations to the disabled individuals increase the participation of them to the social life. Increasing the social policies and services to be implemented by the local administrations for the individuals accepted as disadvantage by the society and whose participation in the community is limited brings a living in a healthier and happier environment. The aim of this study is to evaluate the functions of local administrations in the participation of social life that is the fundamental right of disabled people with the scope of Sakarya Metropolitan Municipality sample. The research is compiled based on theoretical data.
