Küreselleşen dünya düzeninin getirmiş olduğu günümüz koşullarında, uluslararası göç olgusunun önemi giderek artmaktadır. Ulaşım ve iletişim teknolojilerinin gelişmesi, ülkeler arasında imzalanan vize serbestîsi anlaşmaları, gelişmiş ülkelerde istihdam alanlarının daha çok artması, eğitim odaklı değişim programları vs. gelişmeler; kurumların, malların, hizmetlerin ve sermayenin olduğu kadar insanların da ülkelerin sınırlarını aşacak biçimde dolaşımına olanak sağlamaktadır. Göç olgusunun yoğunluğunun artması ve kalıcı yerleşmelerin sık görülmesi ile birlikte uyum kavramı da önem kazanmıştır. Kendi topraklarından göç eden bir toplumun göç ettiği ülkeye ve topluma uyum sürecinin kolaylaşabilmesi için gerek göçmen toplumların kendi özgün kimliklerini, değerlerini ve kültürlerini sürdürebilmeleri, gerekse içinde yaşadığı üst toplumun kültürüne ve sistemsel yapısına entegre olarak uyumlu bir süreç yaşamaları gerekmektedir. Bu bağlamda, Arap Baharı sonrası Türkiye’ye göç eden, başlarda “geçici misafirlik” olgusuyla hareket eden, fakat zamanla statüleri kalıcılığa doğru evrilen Suriyelilerin Türkiye’deki yaşam koşullarına ve Türk toplumuna uyum süreçlerini daha iyi anlayabilmek adına uyum kavramının ve uyum teorilerinin iyi analiz edilmesi önem teşkil etmektedir. Çalışmada, “Sosyal Kimlik Kuramı” ve Berry’nin Entegrasyon Teorisi (Kültürlenme)” gibi kuramlar ışığında Suriyelilerin gerek ekonomik gerek sosyal/kültürel anlamda Türkiye’ye ne kadar uyum sağladıkları, bu uyum sürecinde yaşadıkları zorlukların yanı sıra, Türkiye’deki paydaşların Suriyelileri uyum sürecine dâhil etmek adına nasıl bir politika izlediği bazı örnekler çerçevesinde analiz edilecektir.
In the current conditions brought by the globalized world order, the importance of the international immigration phenomenon is increasing. The development of transport and communication technologies, the visa-free agreements signed between countries, the increased employment spaces in developed countries, educational-oriented exchange programs, etc. developments, enable the movement of institutions, goods, services and capital as well as people to cross the borders of the countries. With the increase in the intensity of the immigration phenomenon and the frequency of permanent settlements, the concept of harmony has also gained importance. In order to facilitate the process of adaptation to the country and society in which a society migrating from its own territory has to be able to maintain its original identities, values and cultures, and, if necessary, to experience a process that is integrated in the culture and systemic structure of the upper society in which it lives. In this context, it is important that the concepts of harmony and the theories of harmony that migrated to Turkey after the Arab Spring, initially moving with the phenomenon of "temporary hospitality", but with time their statutes evolved towards durability, are well analyzed in order to better understand the conditions of life in Turkey and the processes of adaptation to the Turkish society. In the study, in light of theories such as "Social Identity Theory" and Berry's Integration Theory (Culture)" will be analyzed in the framework of some examples of how the Syrians adapt to Turkey in the economic and social/cultural sense, as well as the difficulties they experience in this process of harmony, as well as how the stakeholders in Turkey follow a policy in order to incorporate the Syrians into the process of harmony.
In today's conditions brought by the globalized world order, the importance of the international migration phenomenon has been increasing. The development of transportation and communication technologies, the visa liberalization agreements signed between the countries, the increase in the employment areas in developed countries, the exchange programs about education etc. allow the circulation of institutions, goods, services and capital as well as people, beyond the borders of countries. Thanks to the increase in the intensity of migration phenomenon and the frequency of permanent settlements, the concept of integration has gained importance. In order to facilitate the process of integration to the country and society in which a nation emigrated from its territory, immigrant societies should maintain their original identities, values and cultures as well as they should integrate into the culture and systematic structure of the upper society in which they live. In this context, it is serious to analyse well the integration concept and theories in order to understand integration process of the Syrians, who immigrated to Turkey after the Arab Spring with the idea of “temporary residency” but gained permanent status over time, to living conditions in Turkey and to Turkish society. In the study, in the light of theories such as “Social Identity Theory” and “Integration Theory (acculturation) of Berry”, it will be analysed how much Syrians have integrated to Turkey in terms of economic and social / cultural ways, what difficulties that they have, also what kind of policy national actors in Turkey follows to incorporate Syrians into integration process by giving some examples of public policies.
