TÜRKİYE’NİN AZERBAYCAN ÜZERİNDEKİ YUMUŞAK GÜCÜNDE KÜLTÜR FAKTÖRÜ

Tarih boyunca askeri kapasite ile özdeş tutulan güç kavramı İkinci dünya Savaşı sonrasında ekonominin de önem kazanmasıyla birlikte askeri ve ekonomik kapasitenin birleşimi olarak görülmüş ve ülkelerin istediklerini zorlama yöntemler kullanarak elde etmelerinin bir aracı olarak düşünülmüştür. Öte yandan özellikle son çeyrek asır içerisinde gücün zorlama yöntemleri kapsamayan bir başka yüzü ön plana çıkmış ve bu yüz yumuşak güç adıyla literatüre kazandırılmıştır. Küresel sistemde söz sahibi olmayı isteyen ve bölgesindeki nüfuz alanını genişletmeyi hedefleyen Türkiye de yumuşak güce önem vermeye başlamıştır. Genel olarak bir değerlendirme yapıldığında sahip olduğu değerler bağlamında Türkiye’nin önemli bir yumuşak güç potansiyeline sahip olduğu görülmektedir. Söz konusu potansiyelin en güçlü hissedildiği ülkelerin başında da Azerbaycan gelmektedir. İki ülke arasında birçok ortak değerin var olması bu görüşün dayanağını oluşturmaktadır. Bu çalışmada Türkiye’nin Azerbaycan üzerindeki yumuşak gücü kültürel unsurlar bağlamında değerlendirilmektedir. Yakın kültürler arasındaki siyasal etkileşimlerin daha fazla olacağı görüşü temel alınarak iki ülke kültürleri arasındaki benzerliklerin boyutu ele alınmaktadır. Bunun için öncelikle iki ülkenin kültürel yakınlığına katkı sağlayan tarihteki ilişkilerine yer verilmektedir. Devamında kültürün önemli bileşenleri olan ve iki ülke arasındaki ortak değerlerin başında gelen din ve dil konusu işlenmektedir. Sonuç olarak ise çalışmada tespit edilen ortak kültürel değerlerin Türkiye’nin Azerbaycan üzerindeki yumuşak gücüne önemli bir katkı yapacağı kanaatine varılmaktadır.

Abstract:

The concept of power, which has been identified with military capacity throughout history, has been seen as a combination of military and economic capacity as an instrument for countries to obtain what they want by means of forcing. On the other hand, in particular in the last quarter of the century, another face that does not cover the methods of forcing power has come to the forefront, and this face has been given to literature under the name of soft power. Turkey, which wants to be a leader in the global system and aims to expand its influence area in the region, has also begun to pay attention to soft power. In general, when an assessment is made, it is seen that in the context of the values it has a significant soft power potential. Azerbaijan is one of the strongest countries in the world in which this potential is felt. The fact that there are many common values between the two countries is the basis for this view. In this study, the soft power of Turkey over Azerbaijan is assessed in the context of cultural elements. Based on the view that there will be more political interactions between close cultures, the size of similarities between the two countries is addressed. This is primarily the historic relationship that contributes to the cultural proximity of the two countries. Religion and language, which are important components of culture and are the top of the common values between the two countries, are continuously processed. As a result, the common cultural values identified in the study are expected to make a significant contribution to Turkey’s soft power over Azerbaijan.

The Cultural Factor In The Turkey’s Soft Power In Azerbaijan

The concept of power has been identical with military capacity throughout history. But After the Second World War, the economy also gained importance. Thus, power was seen as a component of military and economic capacity. But in the last quarter century another aspect of power has emerged. This type of power, which does not include methods of coercion, has been called soft power. Turkey that aiming to expand its influence area have also begun to pay more attention to soft power. When an overall evaluation is made it is seen that Turkey has an important potential of soft power.. Azerbaijan is one of the countries where the said potential is most strongly felt. The existence of many common values between the two countries is the stand of this view. In this study, Turkey's soft power over Azerbaijan is evaluated in the context of cultural elements. It is thought that political interactions between the close cultures will be more. Based on this view, the similarities between the cultures of the two countries are handled. In this context, the relations of the two countries in history are explained. Following this, the subject of religion and language, which are important components of culture and one of the common values between the two countries, are expressed. As a result, it is convinced that the common cultural values identified in the study will made important contribute the soft power of Turkey over Azerbaijan.
