Türkiye’de Öğrenim Görmeye Yeni Başlayan Yabancı Uyruklu Üniversite Öğrencilerine Yönelik Softpower Araştırması: Gazi Üniversitesi Örneği

Yirminci yüzyılın son çeyreğinden itibaren eğitim ve üniversiteler sınırların yabancı uyruklu öğrencilere açılmasıyla küresel ekonomik pazarın hem “oyun alanı” hem de “oyuncusu” olmaya başlamıştır. Bu dönüşüm üniversiteleri dünya güç politikalarının bir parçası haline getirmiştir Yabancı uyruklu öğrenciler de bu güç politikalarının en önemli figürleridir. Bu çalışma; Gazi Üniversitesi Türkçe Öğretim Merkezinde (TÖMER) 2016 yılı Aralık ayında gerçekleştirilmiştir. Tam örneklem yoluyla 2016 yılında TÖMER’e yeni kayıt yaptıran tüm yabancı uyruklu öğrencilere anket uygulanmıştır. Çalışmada en önemli zorluk Türkçe yeterliği olarak ortaya çıkmıştır. Çünkü anket için seçilen öğrencilerin Türkiye’ye yeni gelmiş ve yeterince Türkiye’deki yaşamdan etkilenmemiş olması istenmektedir. Anket çalışması, üniversite öğrenimi görmek için yeni kayıt yaptırmış olan, anketi doldurabilecek Türkçe yeterliliğine sahip, yabancı uyruklu tüm öğrencilere uygulanmıştır. Anketi tüm olarak dolduran 86 öğrenciden elde edilen bilgiler ışığında veriler yorumlanmıştır. Türkiye’de öğrenim görmeye yeni başlayan yabancı uyruklu üniversite öğrencilerine yönelik softpower araştırmasında, Türkiye’yi eğitim amaçlı tercih etmiş olan öğrencilerin ülkede yaşadığı süre içerisinde Türkiye hakkındaki olumlu izlenimlerinin artarak devam ettiği ortaya çıkmıştır. Öğrencilerin Türkiye’ye gelmeden önceki ve geldikten sonraki hissiyatlarının farklı olup olmadığı yani Türkiye’ye geldikten sonra hissiyatlarının olumlu ya da olumsuz değişip değişmediği incelemek için bağımlı örneklemler t-testi yapılmıştır. Türkiye’ye geldikten sonra öğrencilerin Türkiye hakkındaki görüşlerinde önemli bir değişiklik olmadığı %95 güvenilirlikle belirlenmiştir. Öğrencilerin Türkiye’ye geldikten sonra hayal kırıklığına uğramadıklarını göstermektedir. Bu durum Türkiye’nin soft power açısından değerlendirildiğinde sürdürülebilir bir eğitim cazibe merkezi olma yolunda başarılı bir grafik çizdiği söylenebilir. Yine gelecekte Türkiye’yi nerede görüyorsunuz sorusuna verilen büyük oranda “süper güç olacak” cevabı öğrencilerin gözünde Türkiye imajını çok olumlu olduğunu göstermektedir. Bu bağlamda eğitim için Türkiye’yi tercih etmiş olan yabancı uyruklu öğrencilere yönelik yapılan softpower çalışmalarında Türkiye’nin başarı olduğu söylenebilir.

From the last quarter of the twentieth century, with the opening of education and university borders to foreign students, the global economic market has begun to become both the "playing area" and the "playing area". This transformation has made the universities part of the world power policies and foreign citizens are also the most important figures of these power policies. This study was conducted at the Gazi University Turkish Teaching Center (TÖMER) in December 2016. Through the full sampling, the survey was applied to all foreign students who were newly registered to TÖMER in 2016. The most important challenge in the study was the Turkish competence. Because the students selected for the survey are asked to be newly arrived in Turkey and not sufficiently affected by life in Turkey. The survey study was applied to all foreign citizens with Turkish qualifications that are able to fill the survey, who have newly registered to see university studies. The survey was completed by 86 students and the data was interpreted. In the softpower research on foreign national university students who have just started to study in Turkey, it has been revealed that the students who have preferred Turkey for educational purposes have increased their positive impressions about Turkey during the time they live in Turkey. Examples depending on whether the feelings of students before and after arriving in Turkey are different, i.e. whether their feelings after arriving in Turkey have changed positive or negative. After arriving in Turkey, it was 95% reliably determined that there was no significant change in the opinions of the students about Turkey. Students have not been disappointed after arriving in Turkey. This situation can be said that when assessed from the soft power point of view, Turkey has a successful graph in the way to become a sustainable educational attraction center. Again, the answer to the question where you see Turkey in the future will be "super power" shows that the image of Turkey in the eyes of students is very positive. In this context, it can be said that Turkey was a success in the softpower studies aimed at foreign students who prefered Turkey for education.

Since the last quarter of the twentieth century, education and universities have been both the “playground” and the “players” of the global economic market thanks to open-border policy for international students. This transformation has made the universities an important component of the global power politics. International students are the most important actors of these power politics. This research was carried out at the Gazi University TÖMER (Turkish Language Learning Research and Application Center) in December 2016. Survey was conducted with a reliable census among freshman who had enrolled in Gazi University TÖMER in 2016. The major difficulty in the research was Turkish language sufficiency. It was the primary objective of the research that the students surveyed are picked among new comers and the ones uninfluenced of Turkey. Survey was conducted among all foreign students who are able to read and understand Turkish enough to fill the questionnaire. Survey results was analyzed in the light of answers of 86 student who can fully answer the questionnaire. It is found that, foreign students’ favorable impressions about Turkey, within a limited time period they have spent in the country, continues in an increasing trend. In order to analyze the mean difference between the students’ feelings towards Turkey before and after arrival, in other words either have any negative or positive change in their feelings after arrival, paired sample t-Test was applied. It is found with a 95% reliability that there is no difference in the feelings of student about Turkey after arrival. That means students are not disappointed after arriving. Considering this outcome in terms of Turkish Soft Power, it can be said that Turkey has been performing a good track on the way of becoming a sustainable educational center of attraction. Moreover, answers for the question “Where do you see Turkey in a near future?” as with a majority “Becoming a Superpower” indicates that the students have a very positive image in their minds about Turkey. In that respect, we can say that Turkey scored well as a result of the Soft Power Research on Foreign Student Who Have Just Started Studying in Turkey.
