Abstract:

After the 2011 Civil War in Syria, millions of people have been forced to migrate to other countries for security reasons. Turkey has opened its doors to the Syrian refugees with its “open door” policy. One of the projects carried out in order to realize the right to education, which is one of the most fundamental rights of man, is the PICTES project. This project is aimed at developing Turkish language skills by ensuring the integration of Syrian children in temporary protection status into the Turkish educational system. In this study, the support of the integration of Syrian children into the Turkish educational system (PICTES) project’s Exam System and Materials Development activity in partnership with the Directorate General of Measurement, Evaluation and Exam Services (TYS) has been presented in recommendations to increase the success of the target audience by using the findings studied and obtained. Questions related to the fields of reading, writing, listening, speech and language knowledge in the Turkish Qualification Exam should be prepared according to the levels. The study resulted in the first applied Turkish qualification exam that the reading and writing skills were not included and the speaking and listening skills were not included, and the last applied exam also included only the reading skills. The lack of language learning in a field of skills reflects directly to other fields of skills in certain proportions. Language teaching is a process that needs to be followed well and interconnected with each other. Measurement is one of these processes. The errors made in the measurement-evaluation process may also cause the candidate to learn the language incorrectly (Işıkoğlu, 2015:10).
