Küçük ve Orta Ölçekli İşletmeler (KOBİ) Türkiye ekonomisi içinde önemli bir yere sahip olup, yapıları gereği emek yoğun işletmeler olarak tanımlanmaktadırlar. Bu durum büyük işletmeler gibi KOBİ’lerde de insan kaynakları yönetiminin önemini beraberinde getirmektedir. Bu açıdan, bu çalışmada KOBİ’lerin insan kaynakları yönetimine yönelik algıları ve insan kaynakları yönetimlerine ilişkin durumlarının tespit edilmesi amaçlanmıştır. Araştırmanın literatür kısmında ülkemizdeki KOBİ tanımı ve KOBİ’lerin önemine değinilmiş ve sonrasında KOBİ’lerde insan kaynakları yönetiminden bahsedilmiştir. Araştırma kapsamında Karabük ilinde faaliyet gösteren 118 adet KOBİ ile anket uygulaması yapılmış ve elde edilen verilere frekans, tek örneklem T testi, Ki-Kare ve ANOVA analizleri uygulanmıştır. Araştırma sonucunda özellikle KOBİ’lerin %78’inde İK bölümünün olmadığı ve KOBİ yöneticilerinin eğitim düzeylerine göre İK yönetimi ve İK fonksiyonlarını algılamaları arasında anlamlı farklılıklar olduğu anlaşılmıştır.
Small and Medium-Size Enterprises (SMEs) Turkey has an important place in the economy, because of their structure are defined as labor-intensive enterprises. This situation brings the importance of human resources management in SMEs as well as large enterprises. In this regard, the aim of this study is to determine the perception of SMEs on human resource management and their human resource management. In the literature part of the study, the importance of SME definition and SME in our country was mentioned and then, human resources management in SME was mentioned. The survey was conducted with 118 SMEs operating in the province of Karabük. Frequency, single-sample T-test, Chi-Square and ANOVA analyzes were performed. As a result of the study, it was found that there was no significant HR department in 78% of SMEs and there were significant differences between HR managers and their perception of HR functions according to their education level.
