The topic of pre-school education in the Ottoman Empire, especially in the II. After the declaration of Constitution (1908), it was taken seriously in the process and concrete steps were taken in this area. The most striking of these is the fact that the main municipalities were opened in the capital together with the Second Constitutional Monarchy and the works of Western languages were translated in the pre-school area. Up to now, several important studies have been carried out in the Ottoman Empire on the historical development of pre-school education. However, there is no detailed study that reveals what kind of pedagogical approach was put forward in the preparation of pre-school education programs in this period. As a matter of fact, in this study, in the field of pre-school education, the programs and regulations which were issued until the declaration of the Republic (1923) from the Second Constitutional Monarchy were analyzed and then the pedagogical approach preferred in pre-school education was tried to be revealed. In addition to, the pedagogical approaches and philosophical foundations of pre-school education in the West were examined and their implications in pre-school education programs in the Ottoman Empire were explained. In this study which is a historical research model of qualitative research methods, a document review was used as a data collection method.
