Kültürel yetkinliğin temel alındığı bu çalışma kültürün, sosyal hizmet uygulamalarını etkileyebilecek ve yönlendirebilecek şekilde merkezi bir konuma taşınmasının önemli olduğu düşüncesi ile hazırlanmıştır. Postmodern dönemle birlikte farklılıkların giderek daha görünür olması sosyal hizmet alanında kültürel yetkinlik konusuna duyarlılığın artmasına neden olmuş ve sosyal hizmet müdahalelerinde kültürel yetkinliğin ön plana çıkmasını sağlamıştır. Geniş bir yelpazeye sahip olan insan farklılığının günümüzde daha da çeşitlendiği görülmektedir. Bu noktada kültürel yetkinlik, ırk ve etnik köken farklılığının dışında diğer farklılıkları da içine alan bir kapsayıcı kavram olarak ortaya çıkmaktadır. Daha geniş tanımıyla, ırk ve etnik köken dışındaki renk, sosyal sınıf, dini ve manevi inançlar, göçmen statüsü, cinsel yönelim, cinsel kimlik veya ifadesi, yaş, medeni hal ve fiziksel veya mental anlamda engelli olmak üzere insanların sosyo-kültürel deneyimlerini içermektedir. Sosyal hizmetin mikro, mezzo ve makro uygulama boyutlarını kapsayan kültürel yetkinlikte amaç; kültürlerarası uygulamalarda etkin ve etik sosyal hizmet müdahalelerini mümkün kılmaktır. Dolayısıyla bu çalışma sosyal hizmet ve diğer insan hizmetleri literatürünün kültürel açıdan uygun ve yetkin müdahalelere hitap eden bir içeriğe sahip olması gerekliliğini savunmaktadır.
The present study, which focuses on cultural competence, was conducted with the idea that centralizing the concept of culture in a way to impact social work practices. The increasing visibility of differences with the post-modern period has led to an increase in the awareness of cultural competence in the field of social work, and accordingly, cultural competence has become prominent in terms of social work practices. Nowadays, the wide range of differences between people has become diversified. At this juncture, cultural competence emerges as a comprehensive concept that includes a number of differences besides race and ethical background. An extensive definition of cultural competence comprises individuals' socio-cultural experiences such color, social class, religious and moral beliefs, migrant status, sexual orientation, sexual identity or expression, age, marital status or mental disabilities. The main purpose of cultural competence that involves micro, mezzo and macro implementation dimensions of social work is to enable effective and ethical social work interventions in intercultural practices. Therefore, the present study argues that the literature on social work and other humanitarian services should have content that appeal to culturally appropriate and competent interventions.
