Özet:

Issues related to democracy and representation play a critical role in the evaluations made on bureaucracy. Bureaucracy and democracy are generally thought on the basis of a certain opposition, and problems of bureaucratic processes are assessed by this assumption. After World War II, the debate on bureaucracy and democracy became the subject of extensive research and evaluation. Democracy began to be seen as the main criterion for bureaucracy, in particular with the dimension of representation. One of the prominent approaches in this period in which bureaucracy is reconsidered within the framework of democracy was the Theory of Representative Bureaucracy. The theory is based on solving social problems through the representation of various social groups in the bureaucracy. In this study, the suggestions of Representative Bureaucracy on representation in bureaucracy and limitations of the theory will be discussed.
