The resources that an organization needs are of great importance. Because resources are very limited and expensive extremely for organizations. Organizational effectiveness explains that limited and expensive resources which level may be used well. Organizational effectiveness is also of great importance for public organizations where human resources are ıntensive. In today's globalizing world, organizational effectiveness is also important for public institutions and organizations. As a matter of fact, concepts such as organizational effectiveness and performance in the public bureaucracy are now frequently encountered in our country. Problems related to organizational effectiveness in the public sector are frequently encountered in the agenda of the public opinion. In this context, public perception is mostly negative. It is frequently evaluated that organizational effectiveness is not given enough importance in the Turkish public sector and studies in this direction are inadequate. After discussing the concept of organizational effectiveness in the study, the organizational effectiveness problem in public institutions and organizations is evaluated in the theoretical context and solutions are suggested.
