The education of high level administrators in public administration keeps its actuality. In the selection process of high level administration positions, the schools of administration constitute the main source. ENA is one of the prominent schools in administrative issues which is the most successful one and the most useful in terms of their experience. The institutionalization of the model of ENA and being a motivating force is the main factor that necessitates the a examining of this example. The graduates of ENA take the important political and managerial posts in France and this provides the permanent actuality of this school. In this study, the formation model of the ENA from beginning of its establishment is being analyzed. Additionally, a contribution is also aimed in the understanding the school model of highlevel administrators by analyzing the strong and weak dimensions of the ENA.
