Although civil society means an autonomous sphere from the state, it can not exactly be evaluated as a separate unit. As a matter of this fact the civil society needs the regulatory character of the state. However the state's closure of societal exit points within the understanding of being a holy entity and its intervention into individual liberties hinders the development of civil society. It seems quite difficult to overcome these obstacles in the structure of a centralist state. In order to solve that problem, the state should abandon the classical state administration logic and should adopt a governance understanding that combines private, public and civil society-oriented elements. In this study, it is examined that the process of transformation from centralist administration comprehension to civil society, in the context of the governance phenomenon by using literature survey. At the same time, it is underlined that civil society is trapped between walls of the centralized state and for this purpose, the necessity of the intervention of the governance phenomenon to the societal sphere as a savior is emphasized
