Kutadgu Bilig is inscriptions written by Yusuf Has Hacib that gives advices in management and politics issues to the state administrator. It can be said that the inscription involves the quest for the ideal management. In his inscription, Yusuf Has Hacib recommends various formulas for the people who would use the instrument of management to manage the public in the best way. In this context, he widely includes the opinions of the statesmen and the wise people who lived in the past. The qualifications as morality, knowledge and virtue that the emperor and vizier has to have, are important places in Kutadgu Bilig. The precautions and proposed solutions regarding a set of problems emerging in public institutions and social structure are important issues emphasized in the inscriptions. Kutadgu Bilig also aims to improve and organize the relationship between the ruler and the ruled in quality. In this context, the aim of the study is to examine the relationship between the ruler and the ruled in Kutadgu Bilig. In the study, the ruler and the ruled relationships are evaluated within the framework of rights, duties and responsibilities. The emergence of Kutadgu Bilig in this context, which explicitly state the duties and responsibilities of the rulers towards the public and the rights and duties of the ruled ones towards the state, propose solutions to probable problems
