The city councils defined as a “partnership model” composed of city ownership, active participation and partnership in solutions aimed at bringing cities towards a sustainable future, are dynamic structures creating an effective work environment and supporting the elected local decision making bodies with participation of a large mass of people. As one of the participation elements of the Local Agenda 21 and holder of a potential to perform important functions in terms of local institutionalization and internalization of democracy city councils aim at generalization of participation at local level. In this context this study evaluates structure and operation of city councils in Turkey together with the problems faced in practice
