Bu çalışmada başkanlık sistemi ile hesap verebilirlik ilişkisi merkeze alınarak Cumhurbaşkanlığı Hükümet Sistemi (CHS) siyasi ve bürokratik alana nasıl bir hesap verebilirlik çerçevesi sunabileceği ele alınmaktadır. Bu kapsamda öncelikle hesap verebilirlik kavramı değerlendirilmekte ardından Türkiye’de bürokrasinin sahip olduğu hesap verebilirlik açığının tarihsel kökenleri ve CHS’nin anayasal tasarımından yola çıkılarak Türkiye açısından CHS’nin doğurabileceği fırsat alanları analiz edilmektedir.
in this study, the relationship of accountability with the presidential system is considered to offer an accountability framework in the political and bureaucratic area of the government system chs. in this context, the concept of accountability is evaluated, followed by historical origins of the accountability deficit in turkey and the constitutional design of chs, and the opportunities that chs can breed in terms of turkey are analyzed
