Maritime transportation accounts for about 86 % of world trade. The most important reason for that both maritime transportation is suitable for mass transportation and it is the most advantageous transportation type in terms of cost and tonnage. As a result, internationally recognized countries and organizations in the field of maritime transport have set up various regional organizations to enact regulations and treaties. We can give an example for that kind organizations, the regulations that the European Union and the European Union bring about maritime. The emergence of the idea of the European Union comes after World War II. Maritime transportation constitutes a large part of the freight transport in the world. The most important reason for this is the most convenient method in terms of cost and tonnage for maritime transportation compared to other transportation models. The European Economic Community was established in 1957 with the aim of founding a peace and economic co-operation between the European countries. With the Maastricht Treaty in 1992, the European Union become a major force in the political and economic issues and reached twenty-four members. This association, which dates back to 1957, established a common policy in maritime policies, beginning in 1986 with the European Commission adopting a package covering measures taken since 1977. This package brourgt four arrangements: Freedom of service provision in maritime, competition rules, unfair prices and coordinated action plan. The continuation of the EU's important position in world trade and its access to global markets is largely through maritime transport. The EU continues to be a major naval force with its large ports in various parts of the world. The EU seeks to strengthen its maritime transport policy with comprehensive modernization in the sector. Shortly after the establishment of the European Economic Community (EEC) in 1957, Turkey was applied in the 1959 Ankara Agreement partnership application. In 1999, the status of the summit in Helsinki was taken as the candidate country of the European Union. Turkey is a country ranked 23rd in the world by 2015 with its fleet, which carries its trade transportation with great marine transportation. With a natural coastal length of more than 8,400 km and a geopolitical location between Europe and Asia, it is the heart of a major trade route between East-West and North-South transport corridors. Turkey has the potential to attract sea-bounded transfer / transit cargo ports due to its advantageous position European union diversifies the rules and restrictions of sea transportation considering international rules and regulations, international political and economic developments, competition conditions and legal obligations. The maritime safety package was accepted on April 23, 2009 and the flag state and port state rules, class organizations, accident investigation, carrier's responsibilities, insurance and traffic monitoring issues were arranged. This package covers "Strategic Targets and Recommendations of EU Shipping by 2018". Starting from this package, in this study, the strategic objectives and proposals of EU maritime transport by 2018 will be examined and the proposals will be presented in the context of strategic targets.
