In civilized societies, people have legal and social rights from the moment they are born. Protection of the rights are extremely important and necessary. İn order to protection, and impose sanctions in case of infringement, it is necessary that identification of the scope and the subject and the protection authority of the rights. Various protection mechanisms have been consisted for this purpose and these mechanisms differ among states. At national level, the protective norms take part in constitutions and laws, and in declarations and contracts of international law if at international level. Because of insufficient of abstract norms and forensic practices for protections, the National Human Rights Commissions(NHRC) and the Ombudsman have became important. There are different aplications in the world on the international functions owned NHRC about identification of infringement done by administrations, and the Ombudsman whose task are to inspect transactions done by public officers. İn this study, the institutions that may differ about authorities, forms of activity and legal status will examine by giving examples. And the examples of these institutions in Turkey will compare with of others.
