Abstract:

The emergence of the governance structures of the countries is determined by many different factors, from historical development process to geographical difference. Federal Germany, one of the most powerful and influential countries in the world today with its historical background and influence, remains one of the determining countries in world politics. Examination of Germany's management system, which is the decisive force within the European Union, can be a guide in the work to be done. In Turkey, different studies have been made about Germany, but the German local authorities have not been studied in these studies. This study tries to examine the powers and activities of central and local governments under changing circumstances as well as revealing the historical development process. German local government philosophy has also been tried to be taken into consideration. The work will try to establish a general framework for Germany. German local governments and local government practices show some important differences in federal states. In his case, Turkey can be helpful to be guiding on local government units and powers. The development of the German local government system has historically been influenced by Germany's numerous independent principalities and the end of the Second World War. Autonomous governance structures, which have historically maintained their existence, carry these characteristics to a great extent today. Each country has its own historical, geographical, ethnic and similar conditions. As a natural consequence, it is the fact that it has formed its own central and local government structures. The management structure of the Federal Republic of Germany is not possible to say that it is applicable in Turkey. However, it may be possible to implement some local administration practices. In this study, the historical emergence and administrative structure of the Federal Republic of Germany will be examined, the federated and federal state structure will be examined, and the local government units will be examined in detail. Turkish and German sources written about Germany will be used.
