Regional Development Agencies are independent and nonprofit organizations funded by the central government. The agencies are public institutions which have been set up with the aim of minimizing the differences between development levels of the regions and improving socio-economic structure of regions. They promote cooperation with public and private sectors as well as other civil society organizations, thus contribute to regional development of the country. In this paper, works of North Eastern Anatolian Development Agency (KUDAKA), which covers Erzurum, Erzincan and Bayburt provinces, pertaining to socio-political conditions have been studied.
