The aim of this work is to understand the transformation of Ottoman State’s education system of senior civil servant. Firstly for this purpose, Enderun Mektebi (Palace School) that was the main institution of the Ottoman’s Classical Era is examined. The modernization efforts that had started late 18th centurry was requried new senior civil servants and many new institutions were opened. Mekteb-i Harbiye (Military Academy), Mekteb-i Tıbbiye (Medical School) and Mekteb-i Mülkiye (The Civil Service School) that educated main actors of Ottoman’s Modernization Era are examined. In order to embody the explanations made at theoretical level, portraits of Sokollu Mehmet Pasha and İbrahim Hakkı Pasha are studied to represent both education system of senior civil servant. The main result of this transformation in terms of senior civil servant is replacig of loyalty source from Sultan to State as an institution.
