Transportation is a service sector which has one of the most important places at the economic development of a country. The externalities which it generates, its costs and pricing policies increase the regulatory function of the state in the sector in terms of especially social state and public utility. Transportation has five sub-sectors. These sub-sectors consist of road transport, railroad transport, sea transport (icluding inland water transport), air transport and pipeline transport. Every transportation sub-system has efficiency areas. Transportation policies has been examined by taking into account the technical features of transportation in terms of developed countries and Turkey.
