Abstract:

Özet Modern toplumlarda sivil-asker ilişkilerinin 1990’lardan sonraki dönemi, bu ilişkilerin uluslararası ölçekte bir demokratikleşme meselesi olarak tanımlandığı dönemdir. 2000’lerde ise demokratik denetimin, farklı tarihselliklerin çizdiği çerçeve içinde nasıl hem demokrasinin özüne aykırı olmayacak şekilde yerelleştirilebileceği ve aynı zamanda nasıl işleyen bir sistem haline getirilebileceği tartışılmıştır. 1990’lardaki uluslararası eğilimlerden pek etkilenmeyen Türkiye’de, AB’ye üyelik çerçevesinde başlayan silahlı kuvvetlerin dönüşümü sürecinin olumlu bir noktada olduğunu iddia etmek mümkün görünmemektedir. Bu yazının amacı, Türkiye’nin AB üyeliği sürecinde genel anlamda sivil-asker ilişkileri, daha somut olarak Türkiye’de silahlı kuvvetlerin dönüşümü amacıyla yapılan yasal-kurumsal düzenlemelerin, bu dönüşümün gerçekleştirilmesini neden sağlayamadığı sorusuna, özellikle 2000’li yıllardaki gelişmeler açısından bakarak yanıt aramaktır. Anahtar sözcükler: Türkiye, siyaset, ordu-siyaset ilişkileri.   A Discussion on the Transformation of the Civil-Military Relations in Turkey during the Post-Cold War Years: Global Trends, EU Process and the Effects of the Kurdish Question Abstract Concerning the civil-military relations in modern societies, the period after 1990s has been defined as a period of democratization at the international level. However, during the 2000s, the discussion has been revolved around the question of how to create particular models of democratic control of the armed forces, for the societies having different historical backgrounds and also as democratically functioning systems. Turkey was not so affected from the global developments of the 1990s; but the process of democratic transformation of the civil-military relations which was started as a part of the membership process of EU, is not at a promising stage either. The objective of this paper is to find an answer to the question of why the legalinstitutional transformations of the EU proceess could not guarantee the democratic control of the armed forces in Turkey, especially during the 2000s.
