The aim of this study is to provide an instrument to evaluate the current teaching practices of instructors objectively. To fulfill the purpose of the study, two performance evaluation scales were developed by the researcher; one for the students to evaluate their instructors and one for the instructors to evaluate themselves. Survey was the research method used in the study. In the research, the data was gathered from two groups. The first group was composed of 315 students who were attending two state universities (Yıldız Technical University and Marmara University) and two private universities (Yeditepe University and Beykent University) in Istanbul. The second group was composed of 211 instructors who were teaching at the universities mentioned above. The results of the statistical analysis show that the performance evaluation scales appeared under one factor and the scales, being comprised of 48 (on the student scale) and 46 (on the instructor-self evaluation scale) items, are valid and reliable instruments in measuring the performance level of the instructors.
