When social policy or social assistance were mentioned till the last years in Turkey, the subject was limited to access to education and health services and rights of working class. In a globalised world, social welfare states have gone through a transformation in parallel with the transformation of the society. AK Party, in the government since 2002, started on one hand implementing liberal economy policies while on the other hand developing and carrying out rights based social policies that are based upon ‘equal citizenship’ principle. This might at first sound controversial, but when looked closer with the developments in economy, distribution of welfare more equally and cooperation of the state, civil society and private sector as a governance model, it has been possible to diversify social assistance. In this context, the qualitative and quantitative transformation of social assistance and social policies in Turkey is tried to be discussed in this article
