Özet:

In the history of the Republic of Turkey, the 1960-1980 period is known as a very important period in terms of both political and social developments. This era represents a period in which political conflict and movements are high, while the economic and social development goals are followed in a strategy plan. The period starting with a military coup, significant social rights related to working life are defined; but yet another military coup made an end of this period in which those rights were legislated away. During this period, just as seen on the debates in Europe, it is seen that the idea of ​​being more involved in the social areas as a government emerged in Turkey. Following the 1961 Constitution and the introduction of the social state principle into the constitution, significant legislative and institutional arrangements have been achieved as a result of efforts to construct social rights. However, it is also stated that these legal and institutional arrangements do not reach the desired application capacity. In this study the period which discussed, the economic and social characteristics of the period are often cited as the institutional arrangements regarding the working life and which approaches the institutional arrangements on social policy understanding are shaped. Nevertheless, the reasons for the failures on the use and development of social rights especially the rights related to working life, are questioned. In this respect submission of social rights to the society with an impulsive approach, and the lack of political and organizational structures in order to improve the level of awareness and responsibility of these rights in the society are seen the reasons offailure to reach of desired level of utilization and development of these rights in this period.
