Publishing activities during the reign of the Abdulhamid II (1876-1909) had increased more diversely than the previous periods of the Empire. Erbilli Mehmed Latif Efendi who had very active bureaucratic life made a small contribution to the publishing life of his period with “a journal” titled Mezra‘a-i Ma‘ârif published ten-issues, and also “a risale” (booklet) called Vesîle. It is seen that Mehmed Latif Efendi generally included in his publications some topics on daily life, literature, history, moral and wisdom. In this article, in addition to some information about Mehmed Latif Efendi's life and bureaucratic experience, his publications Mezra'a-i Ma'ârif and Vesîle are analyzed in point of their contents and subjects, and it is presented to the academic world.
