The aim of this study is to design a Language Preparatory Program for English language education students. The participant group consisted of eighty-eight student teachers and ten course instructors at an English medium university, the Faculty of Education, Department of English Language Education. Data of the study came from needs analysis questionnaires and semi-structured interviews related to the student teachers' perceived language needs. The findings of the study pointed at design of a skills-based syllabus in terms of the goals and objectives, materials and the language teaching approach dimensions.
