Population is defined as the total number of people on a specific time period and location. It is regarded as an important issue by different states around the world. The fist census of the Ottoman Empire takes place in 1831, during the reign of Mahmut II. The purpose of the census was to find out the number of Muslim and non-Muslim population so that it would be possible to detect the eligible man for the construction of the new army after the abolition of the Janissaries (1826) during Mahmut II reign and to detect the number of non-Muslim cizye tax payers. This study initially discusses the importance of population censuses conducted in the Ottoman Empire, and summarizes the geographical and historical significance of İstanbul (Eyüp, Galata and Üsküdar districts). Later on the research assesses settled Wallachians-Kazakhs and their professions as recorded in the 1857/1858 dated population registry book for the districts of Eyüp, Galata and Üsküdar in İstanbul.
