In the study that focuses on the local government units and the reform efforts in the local governments through the example of England, it is compared England, which has the Anglo-Saxon governmental tradition, and Turkiye which has the governmental tradition of the Continent Europe, within the framework of local governments. The main objective of the study is comparatively to assess the efforts of transformation and reform that are experienced generally in the public administrations and particularly the local governments in England and Turkiye within the framework of the concepts of “centralization” and “decentralization”. Under the study, it is primarily deal with the political and administrative structure of England in general terms, and referred to the administrative system of England and the reform efforts in the local governments. Finally, it is tried to assess the efforts towards the restructuring initiatives in the local governments under the framework of the perspective of comparative method within the examples of Turkiye and England..
