In this study historical adventure of Ottoman-Turk modernisation is mentioned. The priorities of modernisation policies in both Ottoman and Republic periods are put under the microscope. The modernisation policies which are cleared the way by world system in each period are traced both on speech and political manners. Within this framework, on one hand westernization is being with the will of the Elits and Turkish society who have a feeling of backward against West societies; on the other hand, the thesis of world system or capitalism built by Europe Civilization which gains a seat causing to go back of Ottoman and Turkish in West is processed. Besides that with the defeat of Lepanto(1571), the idea of Turks can be defeated started to get around in West. This historic break increased confidence and caused the psychological supremacy of West Societies. Europe Civilization and Ottoman Islam Civilization resemble to teeterboard because while one side is rising,the other one is forced to going down. In this study the general lines of Ottoman-Turk modernisation are tried to analyzed dealing with intellectual, economic and political dimension in historic progress.
