After the founding of the USA, it has focused on increasing the power by providing national integrity and security and thus it has adopted an isolationist foreign policy. In the process, first it has worked to ensure dominance on the continent, then it has began toopen out of the continent with theWar of Spanish in 1898. The force in direction of becoming a world hegemon of the USA, for the first time, has manifeted itself in World War I. However, after the war, it has returned to the isolationist line. In the aftermath of World War II, that have not been able to continue with the traditional policy of the USA due to cyclical conditions imposed by Cold War which is result of ideological polarization. After the dissolution of the USSR, the USA has declared that will continue to be effective all over the world, in the other words its hegemony, as the founder of New World Order. After this, shape and discourse of outcomes of its foreign policy vary although there has not been a change in the motivation basically. In this context, 11 September attacks forming widespread opinion that it was a cause breakage has not created a change in foreign policy of USA in substance. On the contrary, the attacks has brought the new enemy terror instead of disappeared ideological enemy of the USA after Cold War. ABD has tried to legitimizeits involvement in places which are contrary to USA interests, like Afghanistan and Iraq, with slogans and rhetorics that developed over this vague enemy. As a matter of fact, after the 11 September attacks USA has used the attacks for the purpose of creating a legitimacy to consolidate the hegemony rather than making a self-criticism to understand the root cause of the attacks.
