The purpose of this paper is to discuss how to adapt political citizenship inheritance to organizational level and how to develop organizational citizenship system (OCS) especially in education organizations. Despite many different aprroaches, there is still need to construct effective schools and educational environment of high quality, in the frame suitable for the education’s nature and schools’ nature as an organization. Organizational citizenship system could provide a comprehensive and integral approach to construct effective schools and educational environment of high quality. Organizational citizenship system derived from studies on organizational citizenship behaviors and OCS refers to healthy relationship between individual and organization. It is expected that this study, as theoretical and intellectual approach in the context of OCS, will contribute to the literature.
