The pupose of this study is describe structural problems of supervision system and the level of job satisfaction of the inspectors with a comaprison of perceptions of ministerial inspectors and primary education inspectors. The study group consists of 114 ministerial inspectors, ministerial inspectors` assistants working in Ankara, Istanbul and Izmir, and 524 primary education inspectors and inspectors` assistant in 21 provinces from five different inspection regions. Data were collected two questionnaires designed by researcher; a 58 item questionnaire for inspectors` job satisfaction and a 54 item questionnaire for structural problems of the supervision. Findings provided valuable information in an era of dabate about restructuring supervision system. Results indicate that ministerial inspectors' perception of structural problems is significantly lower than primary education inspectors' perception. Consequently, primary education inspectors have lower job satisfaction than ministerial inspectors. This may not only be related to higher level of perceived structural problems, but also power relations and level of income. Summary Inspection is a perception process which determines whether the organizational actions are appropriate to principles and rules or not. Realizing the needs of educational system's functions in time and effectively depends on the supervision subsystem's functioning effectively and vigorously. All mentioned above are probable on the condition that the supervision subsystem is well-functioning. Having a well-functioning organizational structure provides not only effective and productive outcomes but also minimize the already in hand problems. Karagözlü (1977), Başaran (1987), Kapusuzoğlu (1988), and Kaya (1993) reveal that supervision subsystem is far behind in fulfilling its own functions and it doesn't provide any of today's requirements. Moreover, they also uncover that there are serious problems in supervision subsystem which are have to be dealt with. The study of Bilir (1991) shows that the already in hand supervision structure and the functioning of this structure aren't sufficient to realize the acknowledged supervision objectives. The goals of contemporary organizations are both to increase the performance and productiveness of their employees and provide a satisfaction in every aspect. This satisfaction can be best defined as a function to provide pleasure for the employees.(Balcı, 1985) Solving or minimizing the structural problems which take place in supervision subsystem provides not only reaching the aimed objectives but also adds more to the satisfaction of the employees. The purpose of this research was to examine the Ministry and Primary Education Inspectors' perception level of the supervision subsystem's problems and determining their own job satisfaction depending on their own perceptions, 2. Whether each one of the inspector groups' perception of both structural problems and their own satisfaction level show differences depending on some factors, 3. Finding if there is a considerable difference between Ministry and Primary Education Inspectors' perception level of both structural problems and their own job satisfaction. Method Participants and Sampling:The participants of this study are composed of among 278 Ministry Inspectors who work in Ankara, Istanbul and Izmir and 3014 Primary Education Inspectors working in 81 provinces in 2002 – 2003 Educational Year. The questionnaires have been evaluated by 114 Ministry Inspectors (constitutes the participants' 41%) and by 524 Primary Education Inspectors (constitutes the participants' 17.3%) from 21 provinces which are selected according to “sampling intervals” which are explained in Primary Education Inspectors Ministry Regulations. Data Collection Tools and Implementation: “Inspectors' job satisfaction questionnaire” and “Ministry of Education's supervision system's structural problems questionnaire” used in the research are developed by the researcher himself according to Likert Scale of 5. “Inspectors' job satisfaction questionnaire” is composed of 58 articles and its alpha value is 0.95. “Ministry of Education's supervision system's structural problems questionnaire” is composed of 54 articles and its alpha value is 0.92. In analyzing the data, arithmetic medium, standardized deviation, t-test, which is used to categorize the variations into two, ANOVA variation analyze, which is used to categorize the variations into three, “LSD” significance tests, which are used to find out the source of different point of views are applied. Comparing between the groups, significance level is based on alpha = 0.05. Findings Primary Education Inspectors' perceptions to supervision subsystem's structural problems (?=4.18) are in general “agree”; however, Ministry of Education Inspectors' perceptions to this matter are (?= 2.89) “indecisive.” Thus, we can conclude that Primary Education Inspectors' perception level is higher than Ministry of Education Inspectors on this matter. Ministry of Education Inspectors' perceptions to “job satisfaction questionnaire” are in general “indecisive”( ?= 3.02). Nevertheless, Primary Education Inspectors' perceptions to the same questionnaire are “not satisfied”( ?=2.44). In furthering the analyze, Primary Education Inspectors' perceptions to supervision subsystem's structural problems, there is a significant difference between the perceptions when the variant is based on as age. Inspectors who are below 46 give their perceptions as (?= 4.25) and those who are 46 and above (?=4.13). Among the levels of perception of the Primary Education inspectors related to job satisfaction, a significant difference is observed in respect to their genders, social service duration, educational status, age and their level of family income. According to this observation, the level of job satisfaction of the female inspectors (?= 2.10) is less than that of the male inspectors. (?= 2.56) “While the inspectors with a service duration of over 30 years (?=2.53) are the ones with the highest level of job satisfaction, the group with the lowest job satisfaction is the inspectors with a service duration of 10 to 20 years. In addition, the Primary Education inspectors with the lowest level of job satisfaction are those who completed their “master's degree or PhD.”( ?=2.21) The level of job satisfaction among the Primary Education inspectors over 46 years of age (?=2.53) is higher than the level of job satisfaction of the inspectors under 46 (?= 2.33). While inspectors with the highest level of job satisfaction (?= 2.52) are the ones whose level of family income is “good”, inspectors with the lowest level of job satisfaction (?=2.39) are those with “average” level of family income. There is a significant difference between the Ministry of Education inspectors' perception (?=2.89) of the structural problems of supervision sub-system and the Primary Education inspectors' perception (?=4.18) of the structural problems of supervision sub-system (p=,00) There is a significant difference between the Ministry of Education inspectors' perception (?=3.12) of job satisfaction levels and the Primary Education inspectors' perception (?= 2.44) of job satisfaction levels (p= ,00). Suggestions In a fashion that will minimize the structural problems determined in this research and increase the job satisfaction and the morale of its personnel, the supervision sub-system of the Ministry of Education should be succeeded into a new and a dynamic structure in accordance with the contemporary educational supervision principles. With a totalitarian and an organized mind, the ministry and the primary education supervision should be united and the supervision system should be seen to work in an effective and a productive way. Central or city level organizations should be renounced and organization at regional levels should be applied.
