The purpose of this study is to determine problems related to qualifications of the senior educational administrators and to describe reasons behind these problems at central offices of the Ministry of Education in Turkey. Administrators' suggestions for dealing with these problems were also described. A semi-structured interview was designed to collect data from 21 senior educational administrators. Descriptive analysis of data was done by using content analysis method. Interview data were categorized into three sub-categories; (a) problems related to qualifications of administrators, (b) the reasons behind these problems and (c) administrators' suggestions to deal with these problems. The results indicated that; the educational administrators are not effective in the area of educational administration and this situation is considered as a significant problem by them.
