This study is a scale study developed for teachers to determine the ethical use of information technologies in education. After literature review and interviews with teachers in the field, a pool of items was prepared and then the items were re-arranged according to the experts’ opinions. The 56-item draft scale form was applied to 350 teachers working in public schools in the city center Afyon, Turkey. With the data obtained from this first application, exploratory factor analysis was performed and valid items, sub-dimensions and reliability values of the scale were determined. In the second application, the final scale was applied to 364 different teachers in the same region. Confirmatory factor analysis was performed with the obtained data. As a result of exploratory factor analysis, five sub-dimensions were determined with 54% of the total variance. Cronbach Alpha internal consistency coefficients of the sub-factors are 0.81, 0.79, 0.74, 0.65 and 0.58, respectively. The total reliability coefficient of the scale is .85. The 5 sub-factors consist of 8, 4, 3, 3 and 5 items, respectively, each of them with a load value above 0.45. According to the confirmatory factor analysis results, model fit indexes are good and acceptable. RMSEA = 0.060; χ2 / SD = 2.28; SRM = 0.058; NFI = 0.92; NNF U = 0.94; CFU = 0.95; GFI = 0.89; AGFI = 0.86; IF a = 0.95; RFI = 0.91. As a result, the scale of “Ethical use of information technologies in education” is a valid and reliable measurement tool.
