In the universe, like everything else, societies change. Since Ibn Khaldun, people have been trying to predetermine the rules that determine the direction of this change. In the west, but The theories aimed at explaining the changes seen in societies with the emergence of sociology in the 19th century have been proposed. In setting these theories, they relied on their observations and historical data, leaving the sacred books aside. In the Islamic world, in the earlier periods compared to the west the verses referring to past societies were centered and the possibility of determining the universes laws applicable to all societies was discussed. Because people will be able to shape their future as to the extent that they have been determined these rules. In these discussions, the concepts of “sunnah / sunnatullah have come to the forefront. Some scholars say that sunnatullah is the universal laws concerning the life stages of societies. The others claim that the quran refers to the fate of sinful societies because it is a book sent for guidance. In this study, we will emphasize the verses that mention the history of societies and their stages in the Qur'an, especially the possibility of making general social rules from the relevant verses by examining the connection between the concept of sunnah / sunnatullah and the fate.
