1960’da Kıbrıs Cumhuriyeti’nin kurulmasından birkaç yıl sonra ortaya çıkan Kıbrıs meselesi, 2109 itibariyle bölgesel ve küresel güçler açısından önemini korumaktadır. Özellikle Doğu Akdeniz’de bulunan enerji kaynaklarının işletilmesi ve pazarlanması sürecinde konu yeniden önem kazanmıştır. Bu çerçevede soruna Türkiye, Yunanistan ve İngiltere ile KKTC ve GKRY dışında birçok devlet ve uluslararası örgüt de taraf olmaya başlamıştır. 1974 Kıbrıs Barış Harekatından sonra kurulan KTFD, adadaki en uygun çözümün federasyon olduğunun işaretiydi. Yarım asrı aşan müzakerelerde de kalıcı çözümün “Birleşik Kıbrıs Federasyonu” benzeri bir yapılaşma ile mümkün olacağını ortaya koymuştur. Bu çalışmada Kıbrıs sorunu kısaca ele alındıktan sonra sorun çerçevesinde devletin ögeleri ele alınmakta bu bağlamda federasyon yapısı altındaki çözüm önerisi tartışılmaktadır.
The Cyprus issue, which emerged a few years after the founding of the Republic of Cyprus in 1960, remains important for regional and global powers as of 2109. Especially in the process of marketing and operating of energy resources in the Eastern Mediterranean, the issue has gained importance again. In this context, the Cyprus problem, besides TRNC and SCGA, Turkey, Greece, the UK, and many states and international organizations has become a party. Established after the 1974 Cyprus Peace Operation, TCFS was the sign that the most appropriate solution on the island was the federation. It has also shown that a permanent solution in negotiations for more than half a century will be possible with a similar structure of "United Cyprus Federation". In this study, after briefly dealing with the Cyprus problem, the elements of the state are discussed within the framework of the problem and the solution proposal under the structure of the federation is discussed.
