19. yüzyılın son çeyreğinde profesyonel bir meslek olarak temelleri atılan sosyal hizmet, günümüzde eski ve yeni zorluklarla mücadele ederek yoluna devam etmektedir. Yoksullukla mücadele başta olmak üzere çocuk istismarı ve çocuk koruma, ruh sağlığı, yaşlı bakımı, engellilerin rehabilitasyonu ve sağlık destek hizmetleri gibi alanlar geçmişten bugüne devam eden mücadele ve müdahale alanlarını oluşturmaktadır. Ancak bu yüzyılda iklim değişikliği, doğal afetler (erozyon, heyelan, kuraklık ve sel nedeniyle göç), küresel ısınma, yaşanabilir doğal alanların yok olması, ekilebilir tarım alanlarının tahribatını içeren ekolojik krizler mesleğin gündemine yeni mücadele ve müdahale alanlarını da dahil etmiştir. Söz konusu ekolojik kriz ve ortaya çıkardığı yapısal sorunlar birey, grup ve toplum düzeyindeki ilişkileri etkilemesi nedeniyle başta sosyal hizmet olmak üzere pek çok akademik disiplini ve mesleği de yakından ilgilendirmektedir. Öte yandan bu çalışmanın çıkış noktasında yer alan yoksulluk sorunu, sosyal hizmet alanında en sık karşılaşılan toplumsal sorunlardan biridir. Geçmişte yoksulluk sorunu ekonomik temelde ele alınırken bugün modernitenin ve küreselleşmenin de etkisiyle insani yoksulluk odağında çok boyutlu bir yapı içinde ele alınmaktadır. Bu çalışmada sosyal hizmet bakış açısıyla insan türünün bir parçası olduğu doğa ile arasındaki diyaloğa dayalı ilişkinin tahakküm ve hiyerarşiye dayalı monolog bir yapıya dönüşmesi sonucunda oluşabilecek birey, grup ve toplum düzeyindeki sorunların neler olabileceği irdelenmektedir. Bu çalışmada ayrıca insani yoksulluk, çevresel adalet ve hak kavramları ekseninde sosyal hizmetin geçmişi, bugünü ve geleceği de ele alınıp tartışılmaktadır. Çalışmanın sonuç bölümünde bu çerçevede sosyal hizmet uzmanlarına düşen görev ve sorumluluklar da etik veya hukuki konuların ötesinde bir varoluş sorunu olarak ele alınarak ekolojik adalet ve/veya anayasa tartışmaları bağlamında değerlendirilmektedir.

The social service, which was founded as a professional profession in the last quarter of the 19th century, continues to fight the old and new challenges today. Fields such as child abuse and child protection, mental health, elderly care, rehabilitation of persons with disabilities and health care services are the fields of struggle and intervention that continue from the past to the present. But in this century, climate change, natural disasters (erotion, heilage, drought and flood migration), global warming, the destruction of living natural areas, the destruction of plantable agricultural areas, and ecological crises have also included new areas of struggle and intervention in the agenda of the profession. This ecological crisis and its structural problems affect the relationships at the individual, group and community level, which are closely related to many academic disciplines and professions, primarily social services. On the other hand, the problem of poverty, which is at the outcome of this study, is one of the social problems faced in the field of social services. In the past, the problem of poverty was addressed economically, while today, with the influence of modernity and globalization, human poverty focuses on a multi-dimensional structure. In this study, the social service perspective and the relationship based on the dialogue between nature and human species, which is part of the human species, and the monological structure based on the hierarchy, which can result in the transformation of the problems on the individual, group and community level. This study also discusses and discusses the past, present and future of social services in the axis of human poverty, environmental justice and rights concepts. In the results section of the study, the tasks and responsibilities belonging to social services professionals in this framework are also considered as a problem of existence beyond ethical or legal issues and are assessed in the context of ecological justice and/or constitutional discussions.

Social work, which was established as a profession in the last quarter of the nineteenth century, continues its path by struggling with old-time and new difficulties. Areas such as child abuse and child protection, mental health, elderly care, rehabilitation of disabled people and health support services constitute areas of ongoing struggle and intervention for the social work. However, in this century, it is seen that new struggle and intervention areas have been appeared, which is defined as ecological crisis including climate change, natural disasters (erosion, landslide, drought and migration), global warming, disappearance of habitable natural areas and destruction of arable land areas. The ecological crisis and its structural problems affect the relationships at individual, group and community level. Therefore, this issue is closely related to many academic disciplines and professions, particularly social work. On the other hand, the issue of poverty which is at the outset of this study is one of the most common social problems in the field of social work. The problem of poverty, which was regarded as an economic problem in the past, is now being dealt with in a multidimensional structure within the framework of humanitarian poverty, under the influence of modernity and globalization. This study adopts a perspective of the social work on the potential individual, group and social problems that may arise as a result of the transition of the relationship between nature and human beings which is based on dialogue to a monologue structure based on tyranny and hierarchy. In addition, this study discusses the past, the present and the future of social work within the framework of the concepts such as the humanitarian poverty, environmental justice and rights. In the conclusion part, the duties and responsibilities of social workers are evaluated within the context of ecological justice or/and constitution discussions by considering this issue as an existing problem beyond ethical or legal issues.
