Sağlık sisteminin performansını artıran ve ekonomide katma değer meydana getiren bir yönetim stratejisi olan ve “Outsourcing” olarak da bilinen Dış Kaynaktan Yararlanma (DKY) yöntemi,1990 yılından itibaren başta özel ve kamu sektörüne ait hastaneler olmak üzere ülkemizde de uygulanmaya başlamıştır. Bu çalışma, Ankara’da Sağlık Bakanlığına bağlı eğitim araştırma hastaneleri, devlet hastaneleri ve ağız ve diş sağlığı merkezleri olmak üzere toplam 42 hastanenin 2017 yılında DKY yöntemiyle sağlanan hizmet türlerini tespit etmeye, DKY’nin nedenlerini ortaya koymaya ve idarecilerin DKY yöntemiyle aldıkları hizmetlerle ilgili memnuniyet düzeylerini ortaya çıkarmayı amaçlamıştır. Çalışma 2010 yılında Sağlık Bakanlığı tarafından yayımlanan “Türk Sağlık Sistemi’nde Kurum Dışından Hizmet Alımı Uygulamaları Araştırma Raporu” nda kullanılan anket formu esas alınarak gerçekleştirilmiştir. Yapılan bu çalışma, Sağlık Bakanlığı raporunda belirtilen hizmet alımlarının geçen 8 yıl içinde artarak devam ettiğini ve artık neredeyse DKY yöntemini kullanmayan hastane kalmadığını ortaya koymuştur. Ayrıca geçen bu süre içinde DKY yöntemi ile hizmet alımlarında klinik ve klinik olmayan hizmet türlerinin çok çeşitlilik arz ettiğini göstermiştir. İdarecilerin de DKY noktasında memnuniyet seviyelerinin yüksek olduğu gözlenmiştir.
The DKY method, which is a management strategy that improves the performance of the health system and creates added value in the economy and also known as "Outsourcing", has since 1990 begun to be implemented in our country, primarily private and public sector hospitals. This study aims to identify the types of services provided by the DKY method in 2017 of a total of 42 hospitals, including educational research hospitals, state hospitals and oral and dental health centers, associated with the Ministry of Health in Ankara, to reveal the causes of the DKY and to reveal the levels of satisfaction in relation to the services that administrators receive by the DKY method. The study was conducted on the basis of the survey form used in the "Turkish Health System External Service Purchasing Applications Research Report" published by the Ministry of Health in 2010. This study showed that the purchases of services stated in the Ministry of Health have continued to increase over the past 8 years and there is no more hospital that has almost no DKY method. It has also shown that in this period, the DKY method and services in the purchases of clinical and non-clinical services offer a lot of diversity. The directors also observed that the level of satisfaction in the DKY point was high.
Outsourcing, which is a management strategy that enhances the performance of the health system and creates added value in the economy, has started to be implemented in Turkey, especially in private and public sector hospitals since 1990. The aim of this study was to determine the types of outsourced services provided by 42 public hospitals in Ankara in 2017, to reveal the reasons of outsourcing and to reveal the satisfaction levels of outsourcing services of hospital managers. The study was carried out as a questionnaire form which was published by the Ministry of Health of Turkey in 2010, "Research Report of Outsourcing Applications in Turkish Health System". This study shows that the service procurement mentioned in the Ministry of Health report continues to increase in the last 8 years and that almost all of the public hospitals use the outsourcing method. In addition, in this period, outsourcing has shown a wide range of clinical and non-clinical service types in service procurement. It was also observed that the level of satisfaction of the managers at the Outsourcing was high.
