Strategic planning is a process occurring aim, goal and strategies identified in perspective the mission and vision of the organization and shaping the future. In process of strategic planning internal and external environment analysis, opportunities and threats, strengths and weaknesses are considered. In the second half of the 20th century, firstly, strategic plans direct to private sector later the management concept of the public sector. In process of strategic planning and management were identified four approaches that are reactive, inactive, proactive and proactive. The aim of this study is to summarize the strategic planning approaches of Ackoff (1997) and evaluate the strategic plan that is made by corporate in these approaches. Development agencies in the study were chosen because it is became in the forefront of proactive strategies in the establishment of the agency. When Strategic plan of KARACADAG Development Agency is evaluated it is seen mostly the preactive feature.
