When states face any threats and when they are subject to potential threats, they follow a national security strategy to eliminate all these threats. In this context the events in Syria which is the last destination of Arap Spring lead an agenda on humanitarian intervention for Turkey. In its simplest definition, the concept of humanitarian intervention can be expressed as the interference of a state or group of states to another state’s internal affairs including humanitarian purposes in a violent manner without consent. It is common to intervene to the sovereignty of states due to the nature of humanitarian intervention. On the other hand sovereignty is an important value. This is because the sovereignty of states is essential in the international system. In order not to disrupt international stability, national sovereignty should not be harmed. It is obvious that Western states are powerful and have a greater voice in the international system. There is a low possibility of operation to these states because of humanitarian intervention concerns. On the other hand, non-Western states are part of the international system, even though they are not as powerful as Western states. It should be also noted that the states that are subjected to intervention may disrupt international stability. It should be also considered that the option of intervention may be a tool for Western societies to dominate non-Western societies. In the context of international law, it is a fundamental principle that states are mutually respectful to each other's sovereignty. However, in the process starting with the Arab Spring, the structures of the countries were transformed. In this context, it was aimed to complete the process by eliminating the Assad regime in Syria. In this process, Turkey has national security concerns and humanitarian intervention concerns. In this study; firstly the concepts such as humanitarian intervention, human rights, responsibility to protect and sovereignty will be examined. Then the scope of humanitarian intervention policy and its practices that Turkey has on Syria will be evaluated in detail.
