Abstract:

States want to construct a strong and continuous communication system in order to overcome various problems and to solve internal and external affairs. Communication, in other words post system -berid-, that provides contact between provinces and central administration which had great importance for government officials became an indispensable institution especially in Islamic states. Post system which was used under different names in all Islamic states continued its function starting from the era of Prophet Muhammed and until the era of Umayyad. The post system which functioned mostly as a secret service in Abbasids became a big institution with the help organisations that were carried out during Abbasids. This instituion which was very important for the Abbasids caliphates became a systematic institutional structure with its workers, mounts, messengers, mail pigeons, fire towers, mail halting places and other technical equipments.
