Municipalities are considered as autonomous establishments, since their institutions of decision making and administration are elected by people, they could execute their functions without any influence form external authorities/institutions, and have legal personality. Yet, for municipalities to have real and effective autonomy, they should take decisions without any prior authorization from any authority, be independent against central administration, and have sufficient financial resources. This study analyzes both positive and negative aspects of Municipal Law No. 5393, which was prepared in parallel with European Charter of Local Self Government and enacted in 2005, in terms of “local autonomy”
