1990 yılında SSCB’nin dağılmasıyla bağımsızlıklarını kazanan Orta Asya ve Kafkasya’daki Türk Cumhuriyetlerini tanıyan ilk ülke, Türkiye Cumhuriyeti olmuştur ve bu ülkelerle bağımsızlık öncesi engellenmiş olan bağları kurmak, kültürel, ekonomik ve siyasi ilişkilerini güçlü bir zeminde yapılandırmak için hemen harekete geçmiştir. Bu yönde atılan adımlardan ilki Türk Dili Konuşan Ülkeler Devlet Başkanları Zirveleridir. 1992’den 2010 yılına kadar zirveler süreci ile kaydedilen aşamalardan sonra bu buluşmalar, Türk Cumhuriyetleri arasında resmi bir statüye kavuşmuş ve Türk Dili Konuşan Ülkeler İşbirliği Konseyi olarak uluslararası bir örgüte dönüşmüştür. Kısa ismi ile Türk Konseyi ya da Öztürkçe olarak Türk Keneşi bünyesinde üye ülkeler arasında hedeflenen işbirliği alanlarında birçok ortak çalışma ve projeler yürütülmektedir. Üye ülkeler arasındaki ticaretin geliştirilmesi de hedeflenen işbirliği alanlarından biridir ve ilk Türk Konseyi Zirvesinden bu yana çalışmalar yapılmaktadır. Bu çalışmada, Türk Konseyi’nin, zirvelerden bir örgüte dönüşmesi ve ekonomik işbirliği süreçleri incelenmiş, 10. yılında Türkiye’nin üye ülkelerle olan dış ticaretine etkileri araştırılmıştır.
The first country to recognize the Turkish Republics in Central Asia and the Caucasus, which gained independence by the dissolution of the Soviet Union in 1990, was the Republic of Turkey, and immediately took action to establish links that were blocked before independence with these countries, to structure their cultural, economic and political relations on a strong ground. The first of the steps taken in this direction is the Summit of the Turkish Speaking Countries of the President of the State. After the stages recorded by the summit process from 1992 to 2010, these meetings gained an official status between the Turkish Republics and became an international organization as the Turkish-speaking Co-operation Council. With its short name, the Turkish Council or the Turkish Keneşi in the Turkish language, many joint work and projects are carried out in the areas of targeted cooperation between the member countries. The development of trade between the Member States is also one of the targeted areas of cooperation and work has been carried out since the first Turkish Council Summit. In this study, the transformation of the Turkish Council from the summits into an organization and the processes of economic cooperation were studied, and in the 10th year the effects of Turkey on foreign trade with the member countries were studied.
The Republic of Turkey, as the first country recognizing the Turkic Republics in Central Asia and the Caucasus, which gained independence in 1990 with the dissolution of the USSR, immediately took action to rebuild its pre-independence blocked ties and to strongly structure its cultural, economic and political relations with these countries. The most important step taken to promote relations was the very first summit of the Heads of the Turkic Speaking States. After the progress made with the summits until 2010, these meetings gained an official status among the Turkic Republics and became an international organization as the Cooperation Council of Turkic Speaking Countries. Many joint works and projects carry out in the intended fields of cooperation between the member countries within the body of the Turkic Council or Türk Keneşi in pure Turkish. Areas of cooperation have also been identified for the development of trade between member states and the works were carried out as of the first Turkish Council summit. This study examined the transformation process of the Turkic Council, established in 2010, which went from the summit stage to an organization and then investigated of the effects of Turkic Council on Turkey's foreign trade with member countries in its 10th year.
