Üniversitelerin eğitim, araştırma ve topluma hizmet görevlerini bilimsel, teknolojik, ekonomik ve sosyal alanlarda yaşanan gelişmeler ile uyumlu bir şekilde gerçekleştirmeleri beklenmektedir. Üniversitelerin en önemli görevlerinden biri olan eğitim görevinin niteliğinin/kalitesinin artırılması için eğitim/öğretim programlarının program geliştirmenin kuram ve ilkelerine göre geliştirilmesi gerekmektedir. Program geliştirme çalışmalarına, yeni geliştirilecek programa ilişkin ihtiyaç analizinin yapılması veya uygulanmakta/uygulanacak olan programın değerlendirilmesiyle başlanılmalıdır. Program değerlendirme çalışmalarında genel ilke/kurallar dikkate alınmalı ve bu çalışmaların her biri, bir ya da birden fazla değerlendirme modeline dayandırılarak yapılmalıdır. Bu çalışmanın amacı, yükseköğretimde öğretim programlarını değerlendirme sürecinde gerçekleştirilebilecek işlemleri açıklamak ve bu süreçte kullanılabilecek program değerlendirme modellerine dayalı tasarımlar geliştirmektir. Bu çalışma, bir derleme çalışmasıdır. Çalışmada, yükseköğretimde öğretim programları değerlendirilirken gerçekleştirilmesi önerilen işlemler açıklanmış ve değerlendirme sürecinde kullanılmak üzere Kirkpatrick’in dört aşamalı değerlendirme ve Provus’un farklar modellerine dayalı iki farklı tasarım sunulmuştur. Bu tasarımlar, yükseköğretimin eğitim görevinin niteliğini artırmaya yönelik çalışmalar yapan uzman/birim/komisyon/merkezler tarafından eğitim/öğretim programları değerlendirilirken kullanılabilir

Abstract:

The universities are expected to perform their educational, research and service tasks in accordance with the developments in the scientific, technological, economic and social fields. To improve the quality/quality of the educational mission, which is one of the most important tasks of the universities, the training/learning programs must be developed according to the theory and principles of program development. The program development work must begin with the analysis of the needs of the newly developed program or the evaluation of the program that is being implemented/applicated. Program assessment studies must take into account general principles/rules and each of these studies must be based on one or more assessment models. The aim of this study is to explain the processes that can be carried out in the process of evaluating higher education curricula and develop designs based on the program evaluation models that can be used in this process. This work is a collection work. The study described the procedures suggested to be implemented while evaluating higher education curricula and presented two different designs based on Kirkpatrick's four-step evaluation and Provus's differential models for use in the evaluation process. These designs can be used during the evaluation of training/learning programs by specialists/units/commissions/centres working to improve the quality of the higher education mission.

Universities are expected to perform their missions, namely education, research, and community service in accordance with the developments in scientific, technological, economic and social fields. In order to increase the quality of the associate degree / bachelor / graduate education of universities, curricula/teaching programs that are being/ will be applied should be developed based on the theories and principles of curriculum development. Curriculum development studies should start with the needs analysis for the curricula/ teaching programs that will be developed or the evaluation of the ones that are being/ will be applied. During curriculum evaluation studies, general principles / rules should be taken into account, and each of these studies should be carried on in accordance with one or more evaluation models. These models should be determined based on the evaluation purpose and conditions of the curricula. The aim of this study is to explain the processes that can be performed in the evaluation of curricula in higher education and to develop designs based on curriculum evaluation models that can be used in this process. This study is a review study. In the study, the proposed actions to be performed in the evaluation of the teaching program in higher education are explained, and two different designs are presented based on Kirkpatrick’s fourstage evaluation and Provus’ discrepancy models in the evaluation process. The designs can be used when evaluating curricula/ teaching programs by experts / units / commissions / centres that work to improve the quality of higher education’s education mission
